CITY OF RATHDRUM: The city’s Comprehensive Plan was adopted in 2021 and can be viewed HERE. The city website also has a page for Frequently Asked Questions, a link to sign up for email and text news and notifications, and a contact page where citizens can submit questions or seek information.
KOOTENAI COUNTY: The county’s Community Development Department has a website dedicated to community outreach called Keeping Kootenai. A white paper on growth management principles and possible applications details growth management strategies to help ensure the great qualities of Kootenai County are not lost to unplanned sprawl.

2021 Housing Availability & Affordability Study: The 2021 Housing Availability & Affordability Study for Kootenai County was sponsored by Jobs Plus, Panhandle Affordable Housing Alliance, Avista Foundation and University of Idaho’s College of Business and Economics to analyze the region’s housing challenges in the face of a limited supply along with sharply increasing demand. Though the study examines housing needs at all levels of income, its primary focus is on middle-income Kootenai County households. The study is intended to provide an understanding of the needs so that stakeholders in the region can develop solutions to meet these needs.
2023 Updated Housing Availability & Affordability Study: Next Steps: The Updated Housing Availability and Affordability Study for Kootenai County is a 2023 update of the 2021 housing market study of Kootenai County including her cities and towns. Its purpose is to provide 2023 analyses and metrics and to offer next steps going forward. The updated study is driven by data and stakeholder input. Housing needs differ depending upon income levels and overall housing availability. Although this study examines housing needs at all levels of income, its primary focus is on middle-income Kootenai County households. The study is intended to provide an understanding of the needs so that stakeholders in the region can develop policies and housing solutions to meet these needs.
An Overview of Growth Management Principles And Possible Applications: This 2021 growth management white paper prepared by the Planning Division of Kootenai County’s Community Development Department offers a brief summary of growth management aspirations and lists some of the more prominent planning tools that have been used throughout the United States.
Shared Principals and Common Goals for the Rathdrum Prairie: This 2008 Resolution by the Board of County Commissioners for Kootenai County addressses coordinated planning efforts between the county and other jurisdictions to protect the Rathdrum Prairie.
Where Have All Our Employees Gone?: Kootenai Health shared this fact sheet with information on population trends in 2021. The fact sheet highlights statewide and national population trends.

The Housing Solutions Partnership has hosted multi-jurisdictional Joint-Planning Workshops to provide education and updates on the partnership’s efforts to increase the availability and affordability of local worker housing, explore possible toolkit solutions and have an open dialogue.

HOUSING SUPPLY ACCELERATOR PLAYBOOK
The Housing Supply Accelerator Playbook was developed by the American Planning Association and the National League of Cities for local elected officials and community planners working to boost diverse, attainable, and equitable housing supply in communities nationwide. Many of the strategies explored in the Playbook have already been implemented or are in the process of being implemented by the Housing Solutions Partnership.
